I haven't heard anything about a "stat cap", but there are a limited amount of points you are able to obtain to put into these stats. When you get dual trans, reach Lv 180 and max out your STR, INT, and DEX runes, there aren't any more stat points available to you. But as far as I know, if you are 180, dual trans and you extract all of your points and put them into a single stat of your choosing, it will increase until you've exhausted all of your points.
