Limit Speed?

When I open up cabal, it gives me the start cabal menu. On the left of the "Start Cabal" option, there are 2 boxes that I can click in. 1. Limit Speed 2.Window Mode.

I would really like to know what this "Limit Speed" option is for. Can a GM answer my question.

I thought it limited the amount of internet bandwidth the game takes up but correct me if I'm wrong...
