Since my regular internet got shut off I'm limited to a bus card with only a few hours on it a month. I'm sure other people are like me but is it possible to make an offline server, it would be for those people like myself. So on this offline server there would be no war, no friends. but it would be offline. while the online server has friends and all the usual stuff. i was just curious if it was at all possible?

All character data is stored on the EST servers, which reduces ppl being able to edit character data, thus cheat really bad. So will never happen.
