So I've recently made a Wizard and I intend on getting as much gear as possible from wEoD.
Basically I'll be having:
-tit amp suit, boots and gloves.
-7/40 tit helm
-2x 7/40 phery orbs (might settle for crystals if I can't find 2 orbs. is that okay?)

How high do I have to upgrade everything for it to be adequate gear for end game?

Wearing crystal instead of orb messes up your stats for a WI. And weod weapons are good for wizards until end game . imo of course

What do you mean by squishy? People have always said that to me on my FA.
and I plan to farm T1 while I'm stilling getting my gear then I'll probably move up to T3.

Squishy means you're easy to kill . WI/FA have low def so its a given . Yes , drop the xtal . No wizard ever wears xtal. Get it to +11 ... At the least +9.

Advice to +-ing :
1) don't spam cores . Onve u fail , stop .. Continue another time . Remember, upgrading is luck . So why hurry your luck.
2) Try to + it before you slot damage or anything into the orb . Rumor goes its easier to + .
3) pray

Do you have any advice for getting rate into the slot?

Also, is there anything specific I have to do to make a 7/40?
I heard that there's a chance it can stuff up.

i recommend trying to work on a 7/40 helm, thats the only thing i would want..
Cause you can always get better orbs.. If you want "decent" get both to +12/11 with a eos7.

to get a 7/40 item rate has to be in a slot.
You need to get a Slot extender medium for titanium Grade items.
(2slot items)
1stSlot= It wont go away When you extend and Fail to slot the last slot.
2ndSlot= If you have it in the 2nd slot.. GoodfcckinLuck. once you fail it, The rate will go away & youll have 2 extra slots.
You can try again but Have get another crit dmg slot for the 40% cd.
3rdSlot=If you get it on your 3rd slot, Your a lucky mother fxcker.

You prolly ain't get 7/40, but i am using till 160 so far +10 40 cdi pherys & set stit +10 and it works fine even at level 160

if you get a dbl slot xtal try rating it anyways..+12-13 at least.
