I am going to assume since you are reading this, that you are having difficulty installing and playing CABAL.
Note: You must have Admin privileges on you computer to install and run CABAL.

So let's make sure we are starting from scratch:

Run the CABAL uninstaller if you are able to.
Delete the OGPlanet file in your Program Files folder if it exists.
If the installer did not run for you, make sure to clean your registry. You can do this with a program called CCleaner.
If you have done all these things, go on to the next section.

If you have never installed CABAL before, you can start here:

Make sure Windows is completely updated. Keep returning to the Windows Update page until it doesn't have any updates for you.
Update your directX and graphics card.
Disable your firewall and any anti-virus programs you have.
Start your download from here: http://www.cabal.com//DownLoad/Client
When that is finished, right click the installer and run as administrator. Make sure your virus protection software is disabled.
Launch CABAL when it is finished and allow it time to download the patches.

If you are coming from OGP CABAL:

You need to download the patch to access ESTsoft's servers. It is here: http://www.cabal.com//DownLoad/Client. Your launcher should automatically do this though.
Allow the game to patch.

If you have installed CABAL and it is not starting for you from the launcher:

Click the "Check Files" button on the launcher. Allow this to finish. (Yes, it is slow.)
Check the website for any recent manual patches you need to apply.
Turn off your anti-virus software
Turn off any extra programs
Adjust your graphics settings (e.g. anti-sampling on/off; full screen on/off)

If you are still unable to run CABAL, please contact the help desk. It can be found on the main site (http://www.cabal.com) by hovering over "Support" then selecting "Help Desk".

Where do you live? What country?

Try switching to full screen mode (or window mode if you were using full screen). That change anything?

Does GameGuard even load?

I always smile when I ask someone what country they live in and they tell me their state instead. Anyways lol....
It sounds like GameGuard doesn't like something you have running. You'll have to get help from ESTsoft for this, sorry I can't help.

Well, I've tried everything here to try and fix my issue. Still happens. Cabal's loading screen comes up after GameGuard shows up, then randomly closes down along with GameGuard after maybe 30 seconds. Re-installed, uninstalled, heck, I even ran the old OGP installer I had but it claimed the updates were more than the size of the installer. I know when I had issues running the old Cabal I had to run a few manual patches just to trick the game into installing the right versions, but I don't think I have any of those lying around on my hard drive -_-;

Worse comes to worse I'll drag out my old laptop and try it on it, or just install Cabal in Windows XP mode on this machine.

Hey, I read all the instructions and did all your advices but none helped. I cleaned the registry with CCleaner, I have no system updates, I turned off my Antivirus & Firewall and I still get the same error of a corrupted installation file that I've downloaded for 4 times already (each time another file gets corrupted). Here's the error that I get:

Please if there's another mirror I can download (an older one that his size is like 500 mb, it always worked for me) please let me know.
Thanks.

That error usually has to do with your firewall or anti-virus program removing part of the installation file when you are downloading without you knowing. Make sure you have anit-virus programs and your firewall off for the download, not just installation.
