Fix cabal: Bring bak bringer shout/ we cant delvl/....

it seems everytime a new patch comes along you take away things that should be left alone, i for one want to stay a certain lvl and now i cant so i quit.
what is the deal with all this, bringers cant shout like they used to, just ridiculous things are being done to the game, i like ogplanet better you guys make me sick
