When people attack Training Dummies and PvP each other...

I can't see their skill animations?? Such as the dark circles around that FB's attack and wizards spells just their hands are moving and bodies. I activated "Show Skill Animation" and it still doesn't work!

go to options, and on the bottom left where it says "Effects" & all those other little bars, move the "Effects" bar over to either the 2nd or higher.
