Weapon Skins's Covrage

For weapon skins, say for katana, would i have to buy two 999 ecoin candy cane skins for both of my kats to be covered? (I only have 1k ecoins atm and i want candy canes to match my sweetness costume)

The only time you'll need to buy two different skins would be if you had one Katana and one Blade equipped and wanted them both to be covered; Since you have two katanas, one skin will cover both.
