Cabal setup wont work

Okay so the issue is my cabal setup wont work.. what happens is i attempt to open the cabal setup and nothing appears, the busy sign appears and it basically freezes my laptop. i tried to run administor i also tried to went to properties and clicked run on administor it still wont work and just freezes my laptop i waited about 30 mins each attempt for it to appear it just wont work. also this works on my other laptop, both my other and this laptop are toshiba AND are vista i dont see what the problem on this laptop is :/
