can't connect to server?

So I was guild glitched thru all of 9pm war and I re-logged after war because that normally fixes it...now I can't even connect to cabal servers after entering my account information

so then I try to submit a help desk ticket

I click ok and it takes me back to the HD ticket I'm trying to submit...please help
