Remove or limit the amount of odd circles in Nation War

To make Nation War more fun and to rely on resurrection towers, we should remove or limit the amount of odd circle usage (3x) in Nation War.

has nation war ever been fun anyways? its been the same thing for like 6+ years, the 'new' nw map isn't even remotely fun. I don't think simply limiting or removing odd circle usage would change that.
