Not receiving AXP from mission war

For the last two weeks or so, I have noticed that I have not received the AXP from war. For example, in a recent war I scored 120pts and in the reward window, it said 12AXP. Then when I went to look at my AP after accepting the reward, my AP went from 3 to 4. Isn't the AXP reward equal to 10% of your score rounded down to the nearest integer?

I thought it was 100 pts = 1 ap.
Cause when I get 300 points, it rewards me with 30,000,000 axp = 3 ap points.
