It would be good to offer that to the highest lvl players to keep them around and playing this game. It's only fair! People who are lvl 180 have put a lot of: time, effort, and massive loads of patience to get to that marker! Make it rewarding -

They make enough money off all the costumes and misc items in cash shop. How many lvl 180s' do you know? It would take a long time for 100 to achieve lvl 180... So, why not offer that deal. They'll make money on other items in cash shop~
