I suppose thats one way of putting it, I've always thought of it more as we didn't/don't have any kind of exacting standards that we impose on newcomers

Bringers = top player (according to game) in their class for your nation, their shout is broadcast to all members of their nation, unless you go nuetral no way to get around them, however obnoxious...
