If u had prem or diamond service on effect, lvl booster wont start until they expired......
that can be the reason y it wont start . and i think u will still have 30 days of it , maybe 28 days ish...

if you are talking about the lvl booster that causing quest item not dropping, the answer is no.. so dont go there if u bought lvl booster. or just spam few more post till GM see it and fix it.
