Do u need 7 amp inside a slot and make it +7 and then Destroy the item to obtain a scroll?

is it also possible to get a scroll from a Crafted 7% amp item +7 without any...

i would wanna kno that aswel not sure what drops best i geus its all the same
just silver and gold have better items in it then Bronze
