    still hits for 2k per even with negative cr and cd lol

    Maybe just at 18, the cd at 18 is only 5 sec longer than at 20 right?

    Depends on your desire to cancel out root while your mana froze. Personally I would make it what ever level you can to still use it while mana froze. Start to lower it once you gain more mana. if you have 2.5k+ mana, you only need it to be level 1. if you have 1.6k mana and want unrooted while mana froze, get it to a high level. This only applies to those who have high amount of mana though. Under level 150 and you're most likely screwed and may as well keep it at 1.
