Question Question about Seal of Damnation

How useful is it in Pvp/pve?
Mine is currently at level 9 and thinking of either maxing at 20 or 12/15.

I keep mine at lvl 15, find it pretty useful for normal pve (non-bm). It has a very good aoe, and it's debuff allows me to crit harder after it. For normal pvp it's pretty useless as it still hits weaker than lvl 9 assassinate and infernal. It's good to cancel chase though or to finish someone off. I also find it very useful for war/pk.
