help plz i have problem with cabal update and downloader(GM help plz)

I have problem when i download the cabalNAsetup.exe and try to instale cabal it say corupted file this is picture

and i tried with old cabal instaler i has it normaly instal but when it update it fail in creating some files this is pic

are you sure you're in the right place O:, also try downloading from a different place for the first one and for the second try deleting the file it describes

and i tryed to delet the files but same problem
