DangerFB doesnt war, Viento doesn't war, and Enchanterresse is a farming global noob. Lam switched sides, Kuja switched sides and leveled out.
It's actually hard to say who "the best" is. I don't base the best on points alone. It's a mix of points, skill, gear, and nation war knowledge. Anyone can farm towers and get the highest points. That takes no skill.

My pick for proc is (from people who war currently):
WA: Qrave or Ivax
FS: Klayman
WI: Myst1que
FA: Sukis!
FB: Too many FB's, none really stand out. :P
BL: Chips!
