i say get the 14/68.. you will have the extra rate and still pretty decent dmg.. i personally wouldnt try to max rate and have low dmg.. try to balance it out a bit.

14/68 by far. 5% (base rate) 14% from gs + 15% from merg = 34% You can then choose to use a rol+1 or a rate helm.
