Failed to download server information. Restart Launcher pl. issue FIXED

Oke i am new here so am trying to be as supportive as possible
I use Windows 7 btw

After i tried those methods :
*USED REGISTERY CLEANERS
*RUN AS ADMIN
*RE-INSTALL
*RE-DOWNLOAD
*DELETE ALL TEMP AND COOKIES
*MOVE CABAL FOLDER TO C: "WINDOWS DRIVER"
*TURN OFF FIREWALL + ALLOWING "CABALMAIN" FILE THROUGH FIREWALL.
*MAKING CABAL.COM A TRUSTED SITE (USING INTERNET OPTIONS)

What Worked for me was :
*RUNNING/INSTALLING IT ON "SAFE MODE WITH NETWORKING"
((For ppl who doesn't how to enter Safe mode Just reboot ur PC then keep pressing F8 button as the PC starts and u'll get the options choose "Safe mode with networking"
