The drops will get gradually better as the players get better and better geared. It's the old "carrot and stick" trick. That way, as soon as you reach your goals in gear and are about to quit buying premium and move on, you are tricked into staying a bit longer to get the better gear. Rinse, repeat. That's why new dungeons/ maps are introduced and older dungeons get nerfed. It's to keep everyone hooked on the crack a little longer.

There is an item similar to the helm that dropped a long time ago, 16 dmg 2 slot osm armorhelm with magic amp slot
The 2nd one is impossible to obtain in na because that was prolly back from ep1 when u had a small chance of getting amp when u force core enchanted. Cabal na started from ep2.
