    If you're, I think, around 50 you get the first one. 90 you get the second, then afterwards you'll need to go get eCoins via IRL money or Vouchers, and buy a Black Transmuter.

    the quest's called "Tower of Sage: Divide" and you need to do all quests under the War Clouds scenario.
