here's a screenshot of a 9% (three 3% all skill options) all skill amp unique suit
the suit dropped with no slot (like lycanus, only non-slots can be extended). the user extended it with a sehh and slotted it with hp.

yes, i believe plastic item can drop up to 5% x3 = 15% amp max and the def of slotted is 80 for martial, 86 for battle, and 92 for armor.
