After I talked to NPC Morrison (Port Lux Officer), and received the official announcement from the Sage Tower. The quest leads to Black Bard's Hideout to meet him, but when I enter the hideout, the NPC seems not to respond.
Please fix this guys

I got this same problem . i get the quest from the officer in port lux, everything normal and he asks me to go talk to black bard, however he doesn't tell me where he is, but by knowing that black bard isn't found anywhere else but the 4th warp I go there and there it is the black bard, however I can't talk to him, i can't do anything besides changing characters to get out of the place and he doesn't complete .
