It SHOULD be today at midnight EST, 9PM PST. So in 37 minutes.
If they stick to the notice where they said Maint will no longer be on Sunday.

The regular weekly maintenance schedule for this week has been slightly changed.
Please refer to following details:
[1st M/A Schedule]
- Thursday, July 21st 2:00 - 2:30 [CABAL Time - PDT]
- Activity: Game Server M/A
[2nd M/A Schedule]
- Thursday, July 21st 10:30 - 12:30 [CABAL Time - PDT]
- Activity: Regular M/A including Item shop Rotation
* Mission War on 12:00 will not be opened.
