if a skill deals 500 damage non crit to player and x 0.07 = 35 damage increase. 35 on non crit is huge, because that's equalization of 70 critical damage, given that you have 50/50 rate. Not to mention critical APPLIES ON TOP OF AMP. if Amp was 0.07x of the original damage then it'd be overpowered.
However,
that's not how damage is calculated. It's M atk * (Skill AMP + ITEM AMP) + added damage. 7 amp is actually 0.07 of your M ATK! added to the bubble.
Yes of course, in PVE against any mob that does not have uber defense (pluma, derk boss like defense). CD is stronger than amp.
For example, 200% cdi
a skill that deals 300 to high def boss like PLUMA 200% cd bonus makes it (300 * 300) = 900.
A skill that deals 500 mobs that have lesser def than Pluma, with 200% cd bonus makes it (500 * 300) = 1500.
A even better example would be, hitting stuff with like 0 def, like Fire gates in Ft1. I can crit 6k ish there with crit shot, but deals lesser damage (like maybe 5.5k ish with terra lance). but when it comes to high def boss like trolls, I can see crit shot dealing 2k's while terra going over 2.5k's
To be honest, you'd get a better idea if you do the calculation yourself
