hi im a FB and all my sword and my damage dealing magic skills are all lvl 9, i was woundering wht skill lvls should i lvl up my skills? please help.....

Yeah, higher steps up from lvl 9, like 12, 15, 18, or 20 in that order add more skill amp and damage to any skill at the cost of a bit more cool down time. Thinking you can keep everything at its fastest cool down at lvl 9 skill level think again i'm sorry to say. Check the FB section for any FB build guides they might have some better insight into what skills at what level.
