An issue after installing

I can download the installer from the main site, and I can install just fine. But when I try to start up Cabal, by either clicking the icon or after the installer is done and it asks if I want to, a small problem occurs. It quickly brings up the launcher, loads something for a bit, then it goes away. This wouldn't be so bad but it also deletes my cabal.exe file from the folder.
I then uninstall and reinstall Cabal and the same thing happens.
Is this just my computer or does this happen from time to time?

*I don't know why. But after the 2nd defrag and 4th restart, I can now play this.
I did the defrag first, then I installed, restarted, clicked the shortcut and it worked. Maybe my computer was pissy about something.
I tried that before I put the original post a few days ago and it didn't work.
