Or it could work even if they just scaled down the titles since 500k kills is pretty much unreachable. This is similar to XI's but without resist amp and without anything past 50k kills so that the highest title doesnt go past 10 resist rate/30 resist dmg (that way its almost even with HR 20).

-Supreme Officer (Crit Rate resist +4%, Crit Dmg resist 12%) – gained after killing 7500 members of opposing nation
-Captain (Crit Rate resist +5%, Crit Dmg resist 15%) – gained after killing 10,000 members of opposing nation
-General (Crit Rate resist +6%, Crit Dmg resist 18%) – gained after killing 15,000 members of opposing nation
-Commander (Crit Rate resist +7%, Crit Dmg resist 21%) – gained after killing 20,000 members of opposing nation

The war title stats grow in a linear fashion rather than exponentially, so doubling the kill counts needed for each title doesn't make sense as it is now. The stats I listed are similar to how honor titles are gained (e.g. amount of wexp exchanges needed for each subsequent level is relatively stable.
