    I usually do mine:
    Pentool/brush > Set color + opacity + spread > distort > erase/smudge/blur/adjust.

    Impressive collection although I think the guy needs to do less anime. Not a fan of loli-anime sigs tbh (not because I think the artist is a , I just don't like them).

    Brush -> Lighten/Screen/Color Dodge/Linear Dodge or Overlay/Soft Light/Hard Light(not actually sure, haven't PS'd in awhile) -> Opacity

    Remember, lighting sources don't always have to be white.

    edit: wait nvm thought you said lighting haha -.-

    I actually found him/ her in national sig league and saw his work and was amazed ^.^ But surprisingly, he/she only ranks in the bottom half of people there :x
