Probably due to where your playing from. This is Cabal North America, with a few exceptions to other areas where there is not a local cabal service available. So the IP is probably blocked for being outside of service region of cabal NA.

Cabal Malaysia is published by asia soft, known as cabal SEA (south east asia).

http://cabal.asiasoftsea.com/index.aspx Try that site, it should allow you to connect to the server, however you might need to delete the client you have now, and re-download the cabal sea version.
