Cabal Setup Wont Start! Please help!

So I run Windows vista 32 bit. I downloaded the game last night, and everytime I try to start the .exe, it just sits there with the busy sign and eventually the sign stops. But nothing happens. I tried to run as administrator, tried to run with Service Package 2, and then tried both at the same time. Still no change in the results. Please help me!!!

Launcher or game wont start at all, not even cabal.exe or CabalMain.exe.

As you can see, the process "update.exe" uses 50% of CPU for hours doing nothing. I terminate process, restart and nothing. Also, no gameguard folder, only a file.
