No. Let me explain why.
Weapons skins are an item bought from the Item Shop, so changing those is in effect stealing the skins from the item shop. Where-as custom UI skins are not found anywhere from the company or rights owners anywhere. So in effect you're not stealing it.

Although I've never heard of anyone banned from swapping a weapon skin, which is only visible on your screen, not others.

Is this skin out of date now? I'm trying to install it, but it's not working. I've followed the directions to the best of my ability, could somebody please help me?
