The same reason level requirements are on bracelets and earnings.
The same reason the higher your honor rank the more honor you gain per trade in.
The same reason you can't enter maps unless you are a certain level.
The same reason nipper lugs don't give as much exp as Cronus.

Higher players deserve it because they've leveled more? Games are all about leveling up and progress. The less motivation to level, the less people will level, and the less progress will be made. Considering how long this game has been out, it kills me to see people not leveling simply because staying in a lower tier is more fun/just as rewarding. If t5 wars were packed, people would think thats more fun, but its not because tons of ppl want to farm lower tiers.
If everyone move to t5, t5 war will be crowded ^^
I don't think people don't want to level up just because they simply like lower war tiers. I think it's because it takes so much time to grind to get to high level and get good gear at the same time. Not many people have enough time and patience to play hours everyday. They just want to have fun without spending so much time, money and effort. I believe this is one of the reason why EST decided to separate war to more different tiers. More people will enjoy the game and are willing to pay on cash shop items (vouchers, costumes, etc.). EST serves a much broader players base and makes more profits.
