The game would most likely enter closed beta for NA between end of the year to next year.
It has to be a complete different game. It runs on different graphics, story line, new form of game play, and new business.
To have your characters transferred from cabal 1 to cabal 2 would immediately destroy the game. Could you imagine all those force archer botter's transferring right away? The game currency would dissolve in a matter of days and everyone would go through the same boxed in routine.
