    Enervation

    how come Enervation is not useable vs players, but field of enervation is? makes no real sense that u cant debuff 1 person, but u can 8.

    So you can level down a person only once every 3 minutes, and not nonstop. Similar to Manafreeze. When the devs made up the skills, they wanted FB's pvp centered debuffs to not be too spammable (like lower defense and enervation are).
