Overall, teamwork is rare these days and what's even more rare is teammates rebuffing the team when needed. Bottom line, war should not allow any class to stack multiple effects on the same target within a certain time period....FB debuffs are really the only skills in war that don't have massive cooldowns like shadow shield, SP buff and such...you can spam them to your hearts content....therefore the rules of war need to change so that (in war or pvp only) multiple FB's can't stack the same debuffs on a target back-to-back. It should be more like WI SP buff, once you apply the debuff, you get a period of immunity where you can't apply it again....1 to 2 minutest should be enough to deter debuff spam fest in WAR. So if 1 FB roots you, you now get a 1 or 2 minute immunity to root...so the next FB cannot root you until that timer runs out (all debuffs should work that way in war, including panic cry and other such abilities). This way, you don't have to nerf any skills, just put a gate on the usage of skills in once scenario, WAR/PVP.
