No I've made lvl 4s from lvl 1 craftsman

it doesnt mean you made that item, you just get a craftman item instead.

i crafted a rof+8 and gave me ring lvl3

Wish we had patch notes that actually explained that... Gonna be funny to see someone go for an aop7 craft, and make a craftsman amulet +1

Looks like it, I made another craftsman +4 the 2nd time I tried. IDK if those are the only possibilities though.
