So cabal says 'Characters over 100 level are only able to be deleted by 1:1 ticketing', and i was wondering what the 1:1 ticketing part means?

And how do you send in a hd ticket? i checked the support section and other sections and couldnt find it, could it possibly be the help desk section and u choose the 'character' categorys?
