there is 2 level 79 quests.

heils test subject
favor returning heil.

test subject is a turn in quest from the mech doll. the favor returning heil is the one that consists the dungeon you are looking for.

Make a new character = instant delevel. You can get lvl 79 from leach + weak dungeons in less than 3 days. That or just level up like the game was designed.
