Your typical bot or hack is only modifying their client. What the server reads from them is "normal" or "nothing" in some cases so it's not like the server is receiving anything abnormal because they're tricking their client not the server and still sending the normal data (or none at all). If they were sending data and the server saw that they were hacking, they'd just get dc'd or such. Most bots/hacks bypass gameguard or edit things in such a way that nothing wrong/different is sent to the server, otherwise they'd simply be detected.
While technically if someone was for example actually hacking the server somehow yes it could cause all sorts of problems, that probably isn't happening (not that it hasn't "probably" happened before such as with massive amounts of people getting accounts hacked)
in any case the problem here isn't with a hacker or bot or anything, it's some issue with the update. Most likely it's some change in the game that runs some process that isn't terminating correctly (in some cases/conflict with something on some people's computers) and is thus running constantly like crazy using up cpu usage or potentially something wrong with the gameguard update again conflicting with something on certain people's computers. For example if gameguard was trying to scan for x but for some reason with some certain not too uncommon configuration or os or something it ends up running into an infinite loop and thus never finishes or proceeds with the scan past one point and ends up using all the cpu usage.
Basically the devs need to figure out what the problem on the games end is, which likely means they need to look for a common factor between all the people having the issues as that should potentially lead them to what is causing it.
