You mean BM3 can hit opponents behind a wall as well??

Actually yes. If you are behind a wall, but you are less than 3 range away from somebody who isn't, you will also get hit. Often FS will use Aod right outside cap's base gate, and by hitting them I can also hit a couple of caps that are inside the base too with the aoe.

That's irrelevant in this case though, because the FA in the video is obviously hacking.
