I gave an explaination how that happens in that thread. AoS1 is the only dungeon that happens to. I've seen it happen about 5 times.
Also, if the WA was x-fered to another account that someone else owned, then you'd be stupid to ban a character someone else bought for the previous owner's actions. Would you want to get blamed for stealing a car you bought that was stolen by the person who sold it to you?
