Yes epaulets will all have increased attack.

Yes, additional Increase Rate from skills will be removed.

Since the cooldown time is going to be the same no matter what your skill level is, what orignial level will the cooldown be? 1? 9? 12? 20?

Is this crystal update apart of the update we're getting?

Hmm strange, the post is very old (Nov. 2012). As far as I know, there is no damage boost based on an item type(crystal). It also is not in our update review.
But for something specific like this, you may have to just wait and see.
