Amp o.O think of it like this...2x3 where two represents amp and 3 represents crit. Change it to 2x4 and you get 8, but if you change the pre crit value, so 3x3, you get an even higher value. Certainly not the best example in the world, but it gets the point across. Someone with 75 amp and 150 cdi will do more damage no matter what over someone with 200 cdi but only 50 amp, assuming equal base attack.
