my theory is that they are bringing back guardian titles in prep for the new class..that way players using the new class can use guardian title to actually compete with hr 20 players

Well that could be it, but remember only one person is going to get that title (on a weekly basis). I don't think that,s going to help much. What would really help is a server reset, but of course this game dies before that happens.
