I think the problem is that you're choosing to use Win 8.1, You should check the MSDNAA if you're a student or know one.

I run it on my desktop and laptop just fine... And it worked under Windows 8 as well.
I think you have another problem going on. The OS is not at fault here.

Thank you for informing us the issue you are having.
Please be advised that having Windows 8 and 8.1 platform is not recommend for running CABAL Online. As of the moment, CABAL Online is not yet compatible with Windows 8/8.1. For now, we highly recommend using Windows XP or 7.
Should there be any other concerns, please do not hesitate to inform us.

well its working for some people Leonheart is using 8.1 so its not that i would like to know if there is anyone that know alot about computer that maybe they could help me out with this
There is more to a computer that affects compatibility than the operating system. Drivers, hardware, kernel extensions, running programs, registry settings, user configuration, to name a few. Whether or not a program works on a specific computer is not as simple as "does it run the proper os". That is an important piece, but just that, a piece.
I would highly recommend Windows 8/8.1 over XP... If that was the help desk response they shouldn't be recommending an OS that's no longer supported by it's developer...
If you have access to another computer. See if the installer is working on that. Converse, try downloading the installer on another device.
My guess is that your download is getting corrupted for some reason.
Windows 8's performance puts Windows 7 to shame... And I've yet to have anything fail on me, been running it since day 1.
