I'm from US. I get that message occassionaly (cuz i'm wireless and nowhere near the router) so possibly your internet connection is just bad. See if you can browse google or something and try to login to Cabal again. If you still aren't able to, maybe reset your computer, check your firewall, make sure gameguard isn't throwing a fit and if that doesn't work you're probably SoL. ):
